Is Siberia warm in the summer?

Temperatures in the summer are warm, if not hot. Even in the city Yakutsk average summer highs are in the 70s for all three months. Siberia, however, is quite cold in the winter. Second, while Siberia is fairly far North by North American standards, it is not that far North by European standards.
